- To make Roux: On low heat, add 1/6 cups flour and 3 tbsp butter into saucepan. Melt and mix together
- Gradually stir in milk and whipping cream, bit by bit. Then add in salt and pepper.
- Pour in shredded cheese bit by bit. Stir slowly until cheese has fully melted. Then pour cheese sauce over macaroni.
- In a pan, melt 3 tbsp butter. Then mix with panko breadcrumbs. Sprinkle mixture over macaroni to form a top layer.
- Heat in oven for about 30 minutes (or longer if desired) then serve.
